The list is based on how the builds would perform in the hands of the "top" players with thousands of paragon.
IIRC, it was 104 while the next highest clear was around 95. I think the PS4 Necro meta was heavily influenced by one player (sorry, I can't remember the name) who cleared above GR100 very early in the season, with a Rathma setup. Top PC clears with Trag's were higher than top PS4 clears, while top PS4 clears with Rat were higher than top PC clear with Rat.
To expand on that: The popularity thing clouds the results a bit, because if 90% of the best players are playing one build (Trag on PC, Rat on PS4), then the top results are necessarily skewed. I think that's primarily due to the fact that Trag's is hard to play on console, so more people focus on Rat. I suppose it's worth noting that I'm a console pleb, and we (not me personally, other PS4 players) cleared higher with Rathma's than the top PC Rat players. The horde will end up playing whatever you and the other popular guys tell them is best, so if you say Pestilence, they'll all play Pestilence. I think Rat should be capable of approximately the same solo clear as Trag's, and likely Pestilence (although I'm not sure I've uncovered the full potential of Pestilence yet).
